It is known on 21 February 2010 that our first compellent national standard "The safety technique condition of special using school bus for primary scholar"(national standard for short) will implement since 1 July 2010. The national standard regulates that the special using school buses carry no less than 10 pupils and there must be safety belt for each student seat, equipped with the vehicle traveling data recorder similar to the black box on the airplane.
It is understood from Wuhan Education Bureau that the local regulations were used for the management of school buses before and the new national standard will definitely make standardized management of school buses. At present, there are 500 school buses for primary and middle school students in Wuhan. It highly demands: the application from schools and the verification from the Wuhan Education Bureau and the traffic management bureau. The school buses are required to keep good condition and have over 9 seats, painting as well as special sign.
Current Condition: Various Models for School Buses
Currently, there are various models for school buses such as mini-buses, commercial vehicles and coaches, different in models and performance. Zhu Anping, the vice principal of Chongren boarding school showed that, "There is no uniform standard for school bus, which possibly increases the probability of traffic accident of school buses."
National Standard: Safety Belt for Each Seat
The national standard regulates that the special using school bus carries no less than 10 pupils and there must be safety belt for each student seat. There should be at lease one guard for one school bus and two for the bus with more than 40 seats. Double-decks buses and articulated buses can be used as the school buses. Also, the standard requires that school buses should be equipped with the vehicle traveling data recorder, similar to the black box on the airplane, which is capable of recording the information such as speed, time and mileage. Meanwhile, it is the first time to make sure the yellow background for the school bus.
The Students in Wuhan Possibly Take School Buses with National Standard
The principal of the Wuhan Education Bureau showed that the issuing of the "The safety technique condition of special using school bus for primary scholar" actually is the uniformly standardized requirement of school buses from the perspective of the national standard to strengthen the safety. In future, they will work with the related departments to verity school buses according to the relevant regulations of the national standard.
