It is known on 22 February that Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Science & Technology and National Development & Reform Commission held "The Beijing discussion meeting of the implementation scheme of the test cities for the promotion of the energy-saving and new energy vehicles" not long before.
According to the Beijing implementation scheme, the new energy vehicles will be expected to reach 5000 units by the end of 2012. The construction of the related service equipments and the management informatization will be completed to monitor as well as collect operation data in real time.
It is understood that these four ministries decided to promote the test of energy-saving and new energy in 13 cities such as Beijing, Shanghai and Chongqing in last February. The policy inpires to promote new energy vehicles in the public service areas such as public transport, taxi, public affairs, sanitation and postal service in these 13 cities first. The central finance provides one-pass lump-sum subsidy based on the fundamental price difference with the conventional vehicles, properly taking into account of the factors of size effect and technical progress.
