On December 20, MIIT released Management Rules on Commercial Vehicle Manufacturers and Commercial Vehicles, which rules that annual output of heavy vans cannot be less than 10,000 units, medium vans no less than 50,000 units, light vans no less than 100,000 units, large and medium buses no less than 5,000 units, light buses no less than 500,000 units. And the Rule is going to be carried out from January 1,2011.
The Rules mandates that van manufacturers must have the ability to produce complete vehicles, driving rooms, and passenger rooms, and bus builders must have the ability to produce complete vehicles and body manufacturing. Engine makers have to produce cylinders, and they must have mechanical engine general assembly lines and related test center.
In addition, the Rules also requires commercial vehicles to establish professional product research and development facility to be responsible to the whole process of R&D.
