Pure electric vehicles will come into the market in the second half of 2013. It is learnt that users who buy pure electric vehicle will also take part in the lottery for a license plate. But previously, Beijing unveiled some policies to encourage people to buy small pure electric vehicle including subsidies and lottery free. Besides Beijing, policies in other cities changed all the time. It’s really confusion that local governments are uncertain in making policies on new-energy vehicle.
According to energy analyzers, in a notice jointly issued by MOST, MIIT, NDRC and MOF at the end of 2011, it is said that the central government’s pilot policy should be implemented and at the same time, vehicle restrictions such as lottery for a license plate, end-number license plate policy, and license plate audition should be open to new-energy vehicles, and supportive policies in terms of road toll, electricity price and parking fee should be made. At present, among China’s first-tier cities, only Shanghai fully carries out this notice. Obviously, electric vehicles taking part in the lottery are against the national policy.
The current challenge for new-energy vehicles is how government’s policy encouraging development of new-energy vehicle is smoothly conducted without interference of local governments. As the state has published the development plan for new-energy vehicles, local government should actively facilitate the implementation of national policy and devote to prepare measures to develop the use of new-energy vehicles. Reports say that the future and development of China’s automobile are not decided by manufacturers and consumers but by policies and decision makers in the government. The government should make an overall plan for the development of automobile, and put every related aspect of automobile into the plan, especially the contradiction between city management and development of automobile industry, by integrating policies and regulations of different departments to make sure the compatibility of different policies and maintain the sustainable development of the automobile industry.
China’s New-Energy Automobile Market Research Report points out that seeing from current situation, administrative compulsory measures such as end-number license plate policy is increasingly strong. Recently, many cities take the measure of even-number license plate policy which arises many disputes from the public. Facts have proved that the even-number license plate policy has no effect in mitigating traffic jam; instead, it is a simple and crude administrative order which will infringe upon citizens’ legal property. The government should vigorously issue policies to support the development of new-energy automobiles. Various different local policies make new-energy automobiles fall into a dilemma.
