Ministry of Transport: Public Transit Development Funds to be Included into Fiscal System

According to news of Ministry of Transport on July 2, 2013, the development of urban public transport will enjoy several favorable policies in terms of land use, investment, right of road, and fiscal taxation, etc. In future, the urban public transit will be on top of the urban transport and lead the way of development plan for cities.

Reports say that Ministry of Transport printed and distributed a notice regarding implementation on State Council’s guidance on giving priority to develop urban public transit. The implementation notice further make clear the general target of urban public transit, which is, by 2020, the urban public transit will be positioned on the top of urban transport, and a safe, reliable, economic, suitable, efficient, and convenient public transit system should be formed. Centering on this target, the implementation notice proposes nine detailed tasks such as to advance the comprehensive management of urban transit, to improve ticket system and price, and to offer fiscal subsidies, etc. 


The implementation notice comes up with a planning model for supporting public transit and leading urban development, and put forward to establish a coordination system for public transit with participation of public transit, development and reform, public security, finance, national land and planning departments.


Furthermore, the funds to develop public transit will be included into national public finance. The implementation notice requires to put the funds of public transit development into the urban public fiscal system and to improve the proportion of it in local public fiscal spending.


Regarding the widely concerned ticket price, the implementation notice points out to improve the pricing and price adjusting system of public transit and establish a system to assess the costs of public transit enterprises and a system to provide subsidies and compensation to urban public transit. The scope to enjoy subsidy and compensation should be reasonable.


In addition, the Ministry of Public Transit will provide an across-regional one-stop information service in all around. By 2020, cities with residents above one million will set up a public travel information system, vehicles’ operation and scheduling system, security monitoring system and emergency response system.
