On Feb.9th of 2014, it is learned from Ministry of Finance that Notice about Further New-energy Automobile Promoting Application was released by Ministry of Finance, Ministry of Science and Technology, Ministry of Industry and Information and National Development and Reform Commission, in which new-energy automobile subsidy standard was adjusted and promoting subsidy policy would go on after expiration.
Due to this new policy, new-energy automobile subsidy standards of 2014 and 2015, which goes down 5% in 2014 and 10% in 2015 based on the standard of 2013, which is better than the original adjustment version of 10% and 20%. This new policy would be executed on Jan.1st of 2014.
According to relative regulations, present subsidy policy would be expired on Dec.31st of 2015. The notice makes it clear that the subsidy policy would continue to ensure the continuity of policy and enhance support. And specific measures on this policy would be released at that time.
Based on the notice, financial departments at all levels should achieve good pre allocated funding application to central finance and annual liquidation. And these departments should appropriate subsidy funding timely according to fiscal treasury management regulations.
Ministry of Finance, Ministry of Science and Technology, Ministry of Industry and Information and National Development and Reform Commission confirmed the second batch of pilot city list of new-energy automobile promoting application, which supports 12 cities, such as Shenyang and Changchun, or areas carrying out new-energy automobile promoting application. These four ministries demand that these cities or areas should create good environment of new-energy automobile application, accelerate building infrastructure of national standard, implement local encouraging policy and make no limits of purchasing nonlocal new-energy automobiles.
